Bhutan is party to the Universal Declaration on Human Rights, but has not signed the International Covenant on Civil and Political Rights. Bhutan has ratified the Convention on the Elimination of all Forms of Discrimination Against Women (1979) and has signed (but not ratified) the International Convention on the Elimination of Racial Discrimination (1966).
The draft Constitution and the draft Election Bill (as well as supporting legislation and regulations) have been enacted by the Royal Decree issued on 30 June 2007 (see ECB/NOTIF-01/2008/119). It is anticipated that the newly elected parliament will pass the Constitution and this legislation following its composition.
