Luis Martínez-Betanzos, Deputy Chief Observer (Spain)
Luis Martinez Betanzos has a MA in Law from the Universidad de Navarra (Spain). With eleven years of experience on democratization, institution-building and legislative reforms in transitional societies, with a specific focus on electoral systems. He has experience in different international organizations (EU, OSCE, UN, IFES, IOM) in 20 countries from Asia, Africa, Europe and South America. He has held senior positions during the implementation of different election projects, including election administration, technical advice and observation missions. He was the Head of the OSCE Georgian election assistance program (2004), Deputy Chief Observer with the EU in Zambia (2006) and Timor-Leste (2007). |

Holly Ruthrauff, Election/Legal Analyst (United Kingdom)
Holly Ruthrauff has worked in the field of international election observation for 10 years. Until 2007, she served four years as an Election Adviser for the OSCE/ODIHR in Warsaw, organizing 14 Election Observation and Assessment Missions, including to Russia, Belarus, and Uzbekistan. Prior to that, she worked for the Elections Team at the National Democratic Institute for International Affairs in Washington, DC. Holly has an M.A. in International Affairs from University of Washington and a B.A. in International Relations from Stanford University. |

Andrea Malnati, Press and Media Expert (Italy)
Andrea Malnati has been a journalist for few years and subsequently (in 1995) started working as media analyst for the Italian media research institute, Osservatorio di Pavia. Since 1997 he has been employed as a media analyst and press officer in more than fifteen election observation mission in Europe, Asia, Africa and Latin America with the OSCE/ODIHR, the EU and other international organisations. |

Alessandro Parziale , Observer Coordinator (Germany)
Alessandro has a master degree in Political Science and International Relations. He started to work as election consultant 1996. He has worked with different international organizations (UN, OSCE, ODHIR, IFES, SIOI, NDI, EU and UNDP) covering different positions in the field of electoral assistance, electoral supervision and electoral observation. He has participated in around thirty electoral related missions in different countries in Africa, Central America, America, Middle East and Europe. With the EU he has participated in twelve electoral related missions covering six times the Observers Coordinator position. |

Miguel Has worked for the United Nations Department of Public Information for 8 years at Headquarters in New York. He has more than 16 years of experience in the field of Logistics including four years in UN Missions in countries as Namibia (UNTAG), Angola (UNAVEN II) Western Sahara (MINURSO) and South Africa. More recently he has participated in European Union Election Observation and Exploratory Missions in countries such as Zimbabwe, Timor Leste 2002, Pakistan, Kenya, Nigeria, Guatemala, Indonesia, Iraq, Lebanon, Sri Lanka, Mexico, Nicaragua and Timor-Leste 2007. |
